Communication Services & adding Money to Adult in Custody (AIC) trust account.

Friends and family can request deposit details or seek general information regarding the administration of AIC Trust Accounts in accordance with OAR 291-158 from Central Trust. Send an email to Central Trust
Oregon Department of Corrections (DOC) has contracts with the following companies: JPay, ICS Corrections (ICS Corrections uses the vendor Access Corrections for Trust deposits), and Telmate. Each of these companies accept electronic payments from the public through their website, by telephone, and at walk up locations. These services are fast, secure, and available across the state of Oregon.
Adults in custody have two main types of accounts: a phone account and a commissary (trust) account.
Phone account funds can be used for phone calls, electronic messaging, and computer tablet services.
Commissary account funds can be used for items from the facility like snacks, toiletries, and other goods and services. The DOC Rule on Trust Accounts has more detailed information on commissary accounts.

ODOC has contracted with ICS Corrections to provide communications and account billing services to AICs. Recipients of these calls may include friends, family, and attorneys. Using Telmate to Send Money
With Telmate, you can place money on an AIC's commissary (trust) account.
There are a few ways to deposit money through Telmate:
Telmate website or app: Visit the Telmate website or download the app to deposit using a credit or debit card (Visa, MasterCard, American Express, and Discover are accepted here).
Over the phone: Call Telmate customer service at (866) 516-0115. A Telmate agent will assist you with your deposit.

Using JPay to Send Money
WithJPay, you can place money on an AICs commissary (trust) account:
JPay website: Visit the JPay website to create an account and send money with a credit or debit card.
Over the phone: Call (800) 574-5729 to deposit money with a credit or debit card.
In person: Visit Wal-Mart, 7-Eleven, or CVS to purchase a MoneyGram with cash or card. Once purchased, call (800) 574-5729 and use receive code 7813.

If sending money by mail to be deposited on an AICs commissary (trust) account, Oregon Department of Corrections (DOC) will ONLY accept money orders and cashier checks. Make the money order or cashier’s check payable to “DOC” with the adult in custody's name and SID number.
Example: DOC for John Doe, SID #1234567
You must also write the name and mailing address of purchaser, including city, state, and zip code on the money order or cashier's check AND in the return address area of the mailing envelope.
PLEASE NOTE: This information must be current and legible or your item will be returned.

The below recommendations will be implemented for all mail postmarked after January 13, 2025:
Incoming mail must be in pen, lead pencil, or be typewritten or photocopied.
Crayon, marker, etc. is not allowed.
Incoming mail must be written on standard-weight (20 pounds or less) white paper.
This is the most common copy/print paper sold.
Greeting cards are not allowed.
Incoming mail must be enclosed in a commercially produced envelope using standard weight (20 pounds or less) white paper that is no larger than 9" x 12".
All envelopes must be white.
Postcards are not allowed.
Care Packages are not allowed

DOC does not allow outside “care packages". However, there is a process for ordering books, magazines, and newspapers to be delivered from the distributor directly to the institution. Such items are not allowed to be mailed directly from you to the AIC; they must come directly from the distributor.
